Question:

Why does Pearson VUE not offer testing in some countries, or to certain individuals?  
Detailed Info:      Due to U.S. government economic and trade sanctions, Pearson VUE cannot administer exams to candidates from the following countries:
  • Cuba

  • Iran * (see note below)

  • North Korea

  • Sudan **

     Additional restrictions also place limitations on providing testing to certain specially designated individuals elsewhere in the world. A candidate may be blocked from registering for exams as a result of these restrictions (although this is very rare).

 

Answer:

     The countries listed above are subject to economic and trade sanctions administered and enforced by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC). These sanctions prohibit any U.S. company from exporting goods and services to these countries, or doing business with their foreign nationals. Detailed information about these sanctions can be found at http://www.ustreas.gov/offices/enforcement/ofac.

     Pearson VUE is a U.S. company and must comply with these laws everywhere tests are delivered worldwide. We do not operate test centers in sanctioned countries, nor can we provide testing to prospective candidates who primarily reside in any of these countries (except as noted below). As a result, these countries do not appear as an option in the Country list when entering candidate address information in Registration Manager or at http://www.pearsonvue.com.

      ID from sanctioned countries - During the admissions process candidates are required to present identification to the test administrator. If a candidate presents primary or secondary identification from one of the above countries during the admissions process, in most cases you will need to take additional steps before allowing the candidate to test. Other than the exceptions noted below, the candidate will be required to provide proof of either citizenship or primary residence in a country that is not subject to U.S. sanctions. Otherwise the candidate is presumed ineligible to test and must be turned away. The complete procedure can be viewed in the online version of the Test Center Guide on the VSS website.

* Iran: This policy applies to ALL candidates from Iran with the exception of those taking the GMAT or AMC exams. GMAC and AMC have licenses to administer their exams to persons who reside in Iran. GMAT and AMC candidates with Iranian passports may be admitted according to the standard admissions process. Please note that since this license applies only to GMAT and AMC testing, Iran is not currently available as an option in the Country list when entering candidate address information in Registration Manager

** Sudan: This policy applies to ALL candidates from Sudan with the exception of those taking AMC exams. AMC has a license to administer its exams to persons who reside in Sudan. AMC candidates with Iranian passports may be admitted according to the standard admissions process. Please note that since this license applies only to AMC testing, Sudan is not currently available as an option in the Country list when entering candidate address information in Registration Manager

Syria: Candidates with Syrian passports may be admitted according to the standard admissions process. However, Pearson VUE is unable to send scores to addresses in Syria; therefore Syria is not available as an option in the Country list when entering candidate address information in Registration Manager.

     Registration blocks - On extremely rare occasions a candidate who has tested in the past may be blocked from making further exam registrations. Registration blocks can occur because of a violation of test security, credit card fraud, a request from the exam sponsor, or because of economic and trade sanctions enforced against specially designated individuals. If a candidate believes he or she has been blocked and asks you why, please advise him or her to contact the Pearson VUE call center for further information.
